Veolia’s partnership with Science City Guangzhou Investment Group, announced during President Emmanuel Macron’s visit to China, highlights a distinct approach to industrial decarbonization in one of the country’s most advanced manufacturing zones. The collaboration targets the Guangzhou Development Zone, where Veolia will deploy technologies designed not only to reduce emissions but also to generate usable energy for local industries.

A Technology That Converts Emissions Into Energy
Unlike conventional flue-gas treatment systems that focus solely on pollutant removal, Veolia’s solution integrates emissions control with energy recovery. Industrial flue gas within the zone will be captured and processed to meet China’s national and regional environmental requirements. At the same time, an advanced waste-heat recovery system will transform thermal energy from these emissions into steam and electricity. This energy will then be supplied directly to enterprises operating in the industrial park, enabling a closed-loop “pollution control–energy recovery” model that distinguishes the project from standard abatement technologies.

Decarbonization With Economic Value Creation
The project aims to demonstrate how industrial decarbonization can shift from an operational cost to a source of value. By capturing and reusing waste heat, the system is expected to cut 200,000 tons of carbon emissions annually while lowering energy costs for local businesses. This dual benefit positions the initiative as a replicable pathway for low-carbon development across the Guangdong-Hong Kong-Macao Greater Bay Area, where manufacturers increasingly seek solutions that improve both environmental performance and energy efficiency.

A Strategic Example of Sino-French Technological Cooperation
The agreement reinforces long-standing cooperation between France and China on green innovation. By combining Veolia’s environmental technologies with the Guangzhou Development Zone’s industrial scale, the project provides a benchmark for how international partnerships can accelerate compliance, competitiveness, and carbon reduction in high-density industrial regions.
