NVIDIA and Noetra Corp Launch National Physical AI Factory

NVIDIA and Noetra Corp are collaborating to establish a 140-megawatt AI factory in Japan powered by 13,750 NVIDIA Vera CPUs and 27,500 NVIDIA Rubin GPUs. The facility serves as national computing infrastructure to train open multimodal foundation models for robotics, manufacturing, logistics, healthcare, and telecommunications applications.

Context of the Cooperation
Japan’s AI Robotics Strategy targets capturing over 30 percent of the global AI robotics market by 2040, representing an estimated $133 billion opportunity. Developing autonomous physical AI applications, digital twins, and robotics requires massive computing infrastructure capable of processing real-world industrial data and training trillion-parameter-scale models.

To support the FRONTia Project ("Development of Multimodal Foundation Models with a View to AI Robotics and Physical AI") launched by Japan's Ministry of Economy, Trade and Industry (METI), cooperation was established between NVIDIA and Noetra Corp. The initiative combines NVIDIA’s accelerated computing architecture with Noetra's integration of national manufacturing expertise, real-world industrial data, and domestic industry leadership.

Technical Solution and Responsibilities
The technological architecture centers on an AI factory constructed with NVIDIA Vera Rubin NVL72 racks on the NVIDIA DSX platform, delivering 140 megawatts of data center capacity. Within the joint initiative, responsibilities are allocated between the hardware and operational partners:
  • NVIDIA provides the accelerated silicon, systems, and networking stack, including 13,750 Vera CPUs, 27,500 Rubin GPUs, BlueField DPUs, Spectrum-X Ethernet networking, and the DSX reference platform design.
  • Noetra Corp establishes and operates the AI factory infrastructure, oversees the development of the open multimodal foundation models, and coordinates data integration across domestic industry leaders.
At a system level, the Vera Rubin DSX architecture uses tightly codesigned hardware and software to scale out compute capacity, increase token throughput per megawatt, and lower token costs for frontier AI training. The platform enables the development and execution of open multimodal foundation models engineered specifically for agentic AI, robotics, digital twins, and physical AI systems.

Deployment or Implementation
The AI factory established by Noetra will serve as the computing backbone for METI's FRONTia Project. The deployment plan involves making the pretrained weights of Noetra’s multimodal foundation models broadly accessible to domestic developers and commercial enterprises.

These models will be distributed alongside software tools and frameworks, including NVIDIA Nemotron, NVIDIA Cosmos, NVIDIA Isaac GR00T open models, and NVIDIA NeMo libraries. As physical infrastructure expands, the facility will support training trillion-parameter-scale AI models, providing an environment for scaling physical AI and intelligent robotics across Japan's industrial sectors.
